If the question is XM allowed in India, start with the Reserve Bank of India’s records, not an app store listing or a cashback page. Resident persons may undertake forex transactions only with authorised persons and for permitted purposes under the Foreign Exchange Management Act, 1999 (FEMA). Electronic trades should go through an RBI-authorised electronic trading platform (ETP) or a recognised stock exchange. The RBI Alert List updated on 19 November 2025 names XM and xm.com at item 33 as not authorised to deal in forex or operate a forex ETP. A working website does not change that test.

This site is an independent research and tools hub. It is not an RBI-authorised person, not an authorised ETP, and not XM’s official domain. Account, withdrawal, and complaint issues go through the company named in a client agreement. The steps below are a verification method. They are not account-opening instructions, and they are not legal, tax, or investment advice. Leveraged forex and CFDs can cause the loss of the entire deposit.

Is XM allowed in India, or only available online?

“Allowed” is a FEMA question: who may deal with you, for what purpose, on which venue. “Regulated” is a licence question about a named company in a named country. “Available” is a technical fact: the site loads, a form accepts an Indian mobile number, or a payment option appears. Those three answers can diverge.

RBI’s Foreign Exchange Transactions FAQ (updated 28 August 2024) says residents who transact with unauthorised persons, for non-permitted purposes, or on unauthorised ETPs can face penal action under FEMA. The 3 February 2022 press release on unauthorised platforms adds that remittances for margins to overseas exchanges or overseas counterparties are not permitted under the Liberalised Remittance Scheme (LRS).

So the short reading of official India sources is: XM is not an RBI-authorised forex counterparty or forex ETP, and it is named on the current Alert List. That is not a court finding of fraud. It is also not permission to treat overseas badges, Hindi support, or INR conversion as a green light.

What RBI records actually show

The Alert List (updated 19 November 2025) lists entities that are neither authorised to deal in forex under FEMA nor authorised to operate a forex ETP under the Master Direction on Electronic Trading Platforms dated 16 June 2025. It can also name sites that appear to promote unauthorised entities. Item 33 is XM, with the website https://www.xm.com. RBI says the list is not exhaustive. A missing name is not an approval. Authorisation is confirmed on the lists of authorised persons and authorised ETPs.

The authorised ETP list names Indian-authorised operators such as Clearcorp (FX-CLEAR, OPTIX and others), ICAP i-Stream, 360T, Refinitiv, and Bloomberg Tradebook, for specified products. Those systems are not a retail overseas CFD brand. Recognised exchanges named in the FAQ are NSE, BSE, and MSE. Product, purpose, and eligibility still have to match the Indian rule that applies to that contract.

MetaTrader 4 and MetaTrader 5 also appear on the Alert List as software names. Software is not a licence. Being able to install a terminal does not make the counterparty an authorised person.

Overseas licences do not travel to India

The XM brand is used by more than one company. A Cyprus, Belize, Australian, or other licence, if it exists for a named entity, answers who supervises that company abroad. It does not create an RBI authorisation. The XM screening card can list several regulators, a minimum deposit, and a leverage figure on one page. Treat that as a comparison card. Do not copy those numbers as a worldwide offer or as proof that India residents are covered by every named licence.

XM Global’s published terms say that access to the online facility does not mean use is legal in the user’s country of residence, and that users must inform themselves of local restrictions. Availability is the company’s onboarding decision. It is not an Indian permission.

If you still need to identify a foreign company—for example, to read a document you already hold—match the exact legal name and number on that document to the foreign register. Do not apply a CySEC or FSC sentence from a marketing page to a different company.

Verify any forex platform before you consider XM

Use the same sequence for XM or any other offshore brand. Stop at the first failed step. Do not treat the later steps as a workaround.

  1. Write down the activity: instrument, purpose (for example hedging a permitted exposure versus speculative margin FX), and whether it would be electronic.

  2. Open the current RBI FAQ, the Alert List, and the authorised ETP list. Search the brand, legal name, and domain, including close spellings.

  3. If the activity is meant to be exchange-traded in India, confirm the recognised exchange and the actual contract. If it is meant to be OTC with an authorised person, confirm that person on RBI’s authorised-person records.

  4. Only after the India layer is clear, read any overseas client agreement you already have: company name, address, governing law, and complaint route. Match that company to the foreign register if you need to interpret an old document.

  5. Keep dated copies of the pages you used. Lists and entity assignments change.

Complaints about unauthorised ETPs can be filed on the National Cyber Crime Reporting Portal, or with the Enforcement Directorate and local police, as the FAQ states. This article does not tell you how to open or fund an overseas margin account.

Payments and LRS are a separate check

A card charge that “goes through” is not evidence that the purpose was permitted. RBI’s FAQ answers “no” to using LRS to remit margin or margin calls to overseas exchanges or overseas counterparties for online forex trading. The 2022 press release repeats that point. Ask an authorised dealer about a specific remittance. Do not infer permission from a payment-page screenshot.

Cashback does not answer the India question

A rebate may change part of trading cost after eligible volume. It does not move XM onto the authorised-person or authorised-ETP lists, and it does not cancel Alert List item 33. Frequently asked questions

Is XM allowed in India if the website opens?

No. A reachable site is not RBI authorisation. Residents may transact only with authorised persons, for permitted purposes, and—when the trade is electronic—on authorised ETPs or recognised exchanges. XM and xm.com are on the Alert List dated 19 November 2025.

Is XM regulated in India?

No. XM does not appear as an RBI-authorised person or authorised forex ETP. The Alert List includes XM at item 33. Overseas licences, if they apply to a named company, do not create that Indian status.

Does the Alert List mean XM is a scam?

The list does not, by itself, record a fraud conviction. It records that the named entity is not authorised for the listed FEMA/ETP functions, and it may include promoters. Do not stretch the source past that.

If a broker is missing from the Alert List, is it allowed?

No. RBI says the list is not exhaustive. Confirm authorisation on the authorised-person and authorised-ETP records, and confirm the purpose of the transaction.

Does a CySEC or Belize licence make XM allowed for Indian residents?

No. A foreign register entry supervises a named overseas company. It does not replace FEMA, the authorised-person test, or the ETP list. Match any document you hold to the exact company name before reading a foreign register.

Can LRS be used to send margin to an overseas forex broker?

RBI’s FAQ says remittances under LRS cannot be used for margins or margin calls to overseas exchanges or overseas counterparties for online forex trading. Ask an authorised dealer about any other remittance purpose.

Does an INR payment option prove approval?

No. Display currency, a local rail, or a successful charge is not evidence that the broker is authorised or that the purpose is permitted.

Does MetaTrader access mean the platform is allowed?

No. A terminal is software. The Alert List even names MetaTrader 4 and MetaTrader 5 as entries. Authorisation attaches to the person or ETP, not to the charting program.

Does XM cashback make the activity compliant?

No. Cashback is a programme credit. It does not change the contracting entity, the Alert List entry, or FEMA purpose rules.

Which venues does RBI name for electronic forex?
